Yes, and the EU version is out of date by such a long way. It only has the four original characters, level cap at 40 instead of 70, nothing like the good story, and the EU and US servers can't interact at all.
but don't say is US only. That's not true. Several games are divided NA/EU, such as Tera, Age of Wulin/Wushu, Vindictus and many others...they don't interract, they cannot since they are managed by different companies and their servers are on different continents, though they are the same game with the same updates. About the classes, i can see actually 5 classes on EU, not 4 and yes, NA is ahead in lvl cap (tho is not 40, is 50 ..where do you get all this wrong info btw? lol!) but because the game was launched way before there. Dragon Nest Europe was officially released on 6 March 2013, you can't expect to have the same game as US has! If you like the game and want to play it you complain way too much, IMO.
How do I get all the info? Oh, I don't know, from playing the EU version. I played it only a few days ago and there were 4 characters. In addition, not only have there been forum posts form the admin about raising the NA version from level 60 to 70, but I can see the difference because my girlfriend plays the American version, in America.
And why can't I expect to have the same game as the US has? Dragon's Prophet. Neverwinter. Perfect World. Rusty Hearts. Warhammer Online. Star Trek Online. Planetside 2
All those games are MMOs. All of them can be access from anywhere with internet around the world and all connect to the same servers.
I doubt you played the game, since you complained the game was available only for US ppl...but w/e... You can't expect to have the same game after only few months after launch because will never happen, since the game just launced while on US the game launched couple years ago.
The games you enlisted:
They can be accessed because are plubished by the same publisher: Neverwinter, Perfect world, Rusty hearts, Star trek are published by PWI and by nobody else in the world, can be accessed from all around the planet except China, Japan and such, hence they got their own PWI. Same situation is for Dragon's Prophet, Planetside etc..
While Tera Online is published on US by EnMasse and EU by Frogster, each of them buying their share so obviously you can't access with a game another server that doesn't belong to the respective publisher. They invest money on the games in order you and all the fans can play, so they expect you buy stuff and play on their server. Obviously they will never allow transfer between a publisher's server and another.
The same situation is with Dragon nest. There are 2 different publishers and this will not change, not now, not in the future.
Is this more clear for you? I hope it does Have a great evening.
